努力稳股市让老百姓的消费底气更足

\u003cdiv class=\"rich_media_content\"\u003e\u003cp\u003e\u003c!--AIPOS_0--\u003e股市是经济发展的晴雨表，关乎亿万家庭的财富增减与消费底气。今𻂋月，中共中央办公厅、国务院办公厅印发《提振消费专项行动方案》强调，“多措并举稳住股市，加强战略性力量储备和稳市机制建设”，凸显稳股市在拓宽城乡居民财产性收入渠道、夯实老百姓消费底气方面的重要性。\u003c/p\u003e\u003cp\u003e截��日，沪深两市单日成交额多次突񋈊万亿元，上证指数、深证成指和创业板指年内已分别上�.27%、28.24%�.37%，呈现出量价齐升的走势。\u003c!--AIPOS_1--\u003e伴随着股市回暖，投资者信心逐渐增强。截��日，A股新开户数突�万户，同比增长�%，有力带动了居民财产性收入的增加。国家统计局数据显示，上半年全国居民人均消费支�元，比上年同期实际增񝛻.3%。\u003c/p\u003e\u003cp\u003e在股市和消费双升的同时，也应注意到，\u003c!--AIPOS_2--\u003e居民消费增速明显低于股市指数的涨幅。究其原因，2025年A股虽整体保持上行，但期间不乏震荡，𷼘񀙗日上证指数最低跌�.69点，较前期高点回调�%，在一定程度上削弱了居民的消费底气。当前，国内多数家庭将�%的金融资产配置于基金、股票等证券市场，股票账面价值波动直接影响居民财富水平，对其消费意愿产生影响，在心理上转化为能不能花、敢不敢花的现实考量。同时，股市也是经济预期的折射。投资者不仅关注短期涨跌，还借股市判断经济基本面与政策走向。一旦股市动荡，往往释放出政策变化和经济波动的信号，从而削弱居民对未来收入的信心。所谓“股市不稳、消费不振”，其中折射的正是财富效应、心理效应和预期效应的叠加影响。\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e\u003cp\u003e稳定的股市不仅能够为\u003c!--VERTICAL_CARD_BEGIN_0--\u003e实体经济\u003c!--VERTICAL_CARD_END_0--\u003e注入更多的资本活水，还能通过财富效应、心理效应和预期效应反向推动消费，增强经济内循环的动力。因此，稳股市是夯实老百姓消费底气的关键举措。为实现这一目标，要真正把稳股市落到实处，需要从完善制度建设、优化市场机制、加强投资者保护、强化政策协调四个方面协同推进，实现股市的稳定增长，让老百姓的消费底气更足。\u003c/p\u003e\u003cp\u003e\u003c!--AIPOS_3--\u003e完善制度建设主要是稳定居民财富预期。应进一步健全上市公司信息披露制度，严格打击财务造假、内幕交易、恶意操纵等行为，确保股票市场公平透明。同时，实施上市公司质量提升工程，鼓励企业建立稳定分红机制，逐步形成投资回报可预期的市场环境。制度更加规范透明，才能增强居民的投资信心，避免因短期不利信息而导致信心动摇。股价在此过程中实现相对稳定增长，居民的财富预期也会更加稳固。唯有如此，老百姓才会更安心地将账面收益转化为现实消费，做到能消费、敢消费、愿消费，从而真正提升老百姓的消费底气。\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e\u003cp\u003e\u003c!--AIPOS_4--\u003e优化市场机制能够强化股市在资本集聚与就业促进方面的带动作用。应持续畅通主板、\u003c!--SECURE_LINK_BEGIN_0--\u003e科创板\u003c!--SECURE_LINK_END_0--\u003e、\u003c!--SECURE_LINK_BEGIN_1--\u003e新三板\u003c!--SECURE_LINK_END_1--\u003e之间的衔接通道，健全多层次资本市场体系，为中小企业提供更加便捷的融资平台。与此同时，增加优质金融产品供给，提升市场流动性，促进资本流向先进制造业、绿色产业以及民生消费领域。此举不仅有助于提升上市公司盈利能力，还能创造更多就业机会。当股市保持稳定、就业形势良好、收入稳步提升时，老百姓才会更有信心将财富转化为消费。一旦投资与消费实现良性循环，社会整体的消费能力必将显著增强，进而切实提升老百姓的消费底气。\u003c!--MID_AD_2--\u003e\u003c!--EOP_2--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_2--\u003e\u003cp\u003e\u003c!--AIPOS_5--\u003e加强投资者保护才能缓解老百姓消费的心理负担。要建立健全投资者赔偿基金和多元化维权渠道，让中小投资者在遇到纠纷时能够得到及时救济，避免因维权难而动摇对股市的信心。同时，应强化投资者教育，倡导理性投资和长期投资理念，减少盲目跟风带来的损失风险。只有当老百姓感受到投资权益受到保护，财富安全感也会同步得到增强，他们才会减少过度储蓄和风险规避的心理负担。投资信心得到保障，股市稳定发展，消费自然扩容提质，进而从根本上增强老百姓的消费底气。\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_3--\u003e\u003cp\u003e\u003c!--AIPOS_6--\u003e强化政策协调是推动稳股市与促消费良性共振的关键性举措。货币政策要保持合理充裕的流动性，为资本市场运行提供资金保障；财政政策要加大对创新和民生的支持力度，让企业发展和居民生活都有实实在在的改善；产业政策要继续优化营商环境，促进资本与实体经济良性互动。通过政策协调，可以让经营主体看到明确的发展方向，稳定对未来的预期。只有当股市稳定与宏观政策同频共振，老百姓对收入和财富的信心才会更强，从而推动“愿消费”转变为“敢消费”和“能消费”，实现稳股市与促消费的双轮驱动。\u003c!--MID_AD_4--\u003e\u003c!--EOP_4--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_4--\u003e\u003cp\u003e（作者系安徽大学商学院院长周泽将 《学习时报》）\u003c/p\u003e\u003cdiv type=\"x-list_link\" class=\"qqnews_list_link\" style=\"background-color: #F7F7F7;
